Consequently, public management is based on administrative practices and techniques, within a framework of specific political orientations. It is interesting to note that a French precursor, the engineer Henri Fayol, was studying company and state management early in the previous century (Fayol 1916). Management can be defined as that which relates to the processes of planning, organising, leading and controlling (Thiétart 1979), whatever the field, be it public or private.
