According to the Constitution, the executive power of the Commonwealth was vested in the governor-general, as the agent of the monarch. But everyone knew that these words were perfunctory, reflecting British practice. As it did in Britain, political power lay with the parliament, and by virtue of parliament’s authority, within the cabinet (see generally, Galligan 1995; Reid and Forrest 1989).
In only two cases did the government survive for longer than the nominal three-year term of a parliament. If success for Labor at state level was common, in the federal arena it was a rare commodity. It is possible to overstate this case. The Liberal hegemony from 1949 to 1972 was not unchallenged. In 1954 Labor got more than half the vote after the distribution of preferences, and in 1961 Menzies was returned by one seat when, in the last constituency to be declared, ninety-three communist voters chose to give their preferences to a Liberal candidate rather than to Labor; they were enough to give the candidate victory and Menzies a majority.
The federal compact has been irrevocably altered. The federal governments have often talked of returning power to the states, rather more often than they have done so. The Commonwealth is now the major player in the federal system.
