The kindergarten unions relied significantly on state government assistance and some ministers of education were known to be extremely hostile to out-of-home care for young children. The New South Wales Minister for Public Instruction, Country Party member David Drummond, although accepting that sessional kindergarten programs could be of benefit to poor children, was vehemently opposed to day nurseries. He regarded the care of children in group settings on a full-day basis as the beginnings of a 'state hatchery'.

The salaries paid to the director (£300) and first assistant teacher (£200) were determined by the commonwealth and were well above those that other pre-school teachers received. The high wages engendered some resentment; fears were expressed that these lavishly funded centres might entice staff away from other kindergartens. At the inaugural AAPSCD conference Alice Creswick (Convenor of the conference Garden Party Committee as well as the Finance Committee) voiced the concern that 'the best and most highly-qualified girls will leave our local kindergartens to take up these posts; and though we do not grudge them the promotion, they can ill be spared' (Creswick 1939: 178).
