Civic Centers Symbolizing Common Bonds No matter how spread out contemporary cities may seem, they always contain civic centers that are identifiable locally, and perhaps even recognizable nationally or globally. These are central civic spaces recognized as symbols by insiders and outsiders alike; they show up on postcards and are featured in the coffee table books produced by chambers of commerce. Indianapolis has three such civic symbols: Monument Circle, the War Memorial Mall, and the Indianapolis Motor Speedway.

This changed in 1964, however, with the election of Democrat (and Catholic) John Barton as mayor. Barton had run on a platform of increasing the power of the office, and emphasized increasing the powers of annexation to strengthen the city center. Barton’s election and his plans to expand the city outward raised eyebrows, particularly among suburban residents who had left the city and did not want to be dragged back into it. The Republican Party, which dominated the suburban areas of Marion County and was mainly mainline Protestant, also did not look kindly at the prospect of a strong Democratic mayor expanding his strongly Democratic central city into the periphery.
