As noted earlier, heavy reliance on conditionality was usually ineffective, with the large number of conditions doing nothing to strengthen borrower ownership of the reforms. The World Bank has applied these lessons through targeting adjustment loans more effectively; attempting to use conditionality more judiciously; and paying greater attention to governance, institutional, structural, and social issues. As with overall lending, the Bank has increasingly focused adjustment lending on borrowers with a satisfactory track record.
