Incrementalist models argue that neither all alternatives nor their consequences can be known and that, even if this is the case, all the information could not be adequately processed (Braybrooke and Lindblom 1963). Compared to the rationalist approach, the focus has shifted from the content of the decision to the structure of the process and the determination of its structure.
Under such circumstances, should SEA constitute a definitive and completed assessment for all levels of PPP and should policy decisions be based on the ‘partial’ evaluations that become available? There is no clear answer to these questions, although promoting the systematic integration of environmental values into decision-making processes can reduce uncertainty. In the short term, assessments should be conducted and disseminated in a manner that enhances their utility for a diversity of decision makers with persuasive evidence (Kraft 1999).
